The City of Quebec wanted to develop two sectors located north of the St. Roch district, which are close to the downtown core and therefore hold high development potential. As project manager, the City of Quebec was considering developing part of the area as an eco-district. In view of the project’s innovative nature, the site specific constraints (contaminated soils), the criteria for creating an eco-district and the desire to offer housing that was both affordable and profitable, the City of Quebec wanted to establish clear goals and anticipate potential problems.

In order to maximise the chances of project success, the City of Quebec mandated COSIME to carry out a preliminary analysis of strategic risks. The analysis identified the risks that could pose a significant threat to the project success and provided preliminary recommendations on the action plan to implement in order to control those risks.
