Built in 1965, the Jacques-Bizard Bridge is the only link between Bizard Island and the Island of Montreal. The bridge is therefore of key importance for residents. Because of changing user needs and the deterioration of the existing structure, a replacement bridge is planned in the medium-term. This project provides an opportunity to add value in terms of functionality. The magnitude of the project, its multidisciplinary nature, the issues involved and the number of stakeholders make this a major project for the City of Montreal, with challenges going beyond the scope of its normal activities.

The City of Montreal mandated COSIME to carry out a preliminary analysis of the project’s strategic risks (high level, transparent and participatory approach). This analysis helped formally define the project’s strategic goals and issues, identify risks that might impact the project goals, develop the risk treatment plan, assess the competencies and resources required for project management and recommend actions to put these in motion.
